
Emma A Otieno currently serves as Manager of the Universal Service Fund, at the Communications Authority of Kenya (CA) – the government regulatory agency responsible for ICTs and Postal development, a position she assumed in September 2019, having previously served in other capacities including, as Manager, Corporate Planning and Assistant Manager, Training & Organizational Development. Prior to her joining CA, she worked with Kenya Revenue Authority in the Human Resource function from the year 2002 to 2009, when she joined CA (then, the Communications Commission of Kenya).
Ms. Otieno has vast experience in the areas of human resource management, organizational performance management, enterprise risk management, quality management systems and strategic management.
Academically, she has qualified for the Award of the Doctor of Philosophy (PhD) degree, specializing in Strategic Management at the University of Nairobi. She also holds a Master’s degree in Business Management (MBA) specializing in Human Resources Management and a Bachelors of Arts (BA) degree, Communications option from the same University. Additionally, she possesses a National Higher Diploma in Human Resource Management from the Institute of Human Resource Management, PRINCE2 Practitioner Certificate in Project Management and is a certified Quality Management Systems Senior Auditor.
Abstract
This study was a conceptualization of the relationship between Enterprise risk management (ERM), Macro environment, Top management demographics (TMD) and organizational performance. The study context was Kenya state-owned corporations. The general objective of the study was to establish the relationship between Enterprise risk management, Top management demographics, macro environment and the performance of Kenya state-owned corporations. The study applied a cross sectional survey design and collected data from 92 state corporations. The study established that: 1) Enterprise risk management had a statistically significant influence on performance; 2) Top management demographics significantly moderated the relationship between Enterprise risk management and performance; 3) Macro environment had no significant moderating influence on the relationship; 4). Enterprise risk management, Top management demographics and macro environment jointly significantly influenced performance of the state corporations. The results supported upper echelons theory, contingency theory of enterprise risk management and stakeholder’s theory. The study makes significant contribution to knowledge by validating the propositions of the Contingency theory of Enterprise risk management in the public sector context. The study is valuable to policy makers in re-enforcing and adoption of Enterprise risk management in state corporations and to organizational leadership in integrating Enterprise risk management with organization-wide strategic management activities to improve performance. The study recommended that the established relationship be tested in other contexts.
